Project Description

The Southern Access Link Expressway (“SALEX”) is Component 2 of the Greater Capital Region Integrated Expressways Network. SALEX is a proposed 40.65-km elevated expressway network comprising of the Shoreline Expressway and three (3) Metro Manila Skyway Stage (MMSS3) Extensions, namely: C3-R10 Extension, Quirino Extension, and Buendia Extension.

Approved by the President of the Philippines on 27 June 2022.

Concession Period

 30 years from the issuance of the Toll Operation Certificate (TOC).

Project Cost

Php 152.39 Billion [July 2021 prices]

Project Status

As of 10 March 2023:

  • On-going preparation of the Detailed Engineering Design (DED);
  • On-going procurement of the Independent Consultant; and
  • On-going Environmental Compliance Certificate (ECC) application with DENR.
